Donskoy: the priority of the Strategy of eco will be to mitigate anthropogenic impact
MOSCOW, April 20. /TASS/. The priorities of the Strategy of ecological safety of the Russian Federation until 2025, signed by Russian President Vladimir Putin, was the preservation of the purity of water and air, waste disposal and the elimination of accumulated harm from human activities. About this in an interview with TASS said the Minister of natural resources and environment Sergey Donskoy.
“The main objectives of the strategy include: the prevention of pollution of surface and underground waters and restoration of aquatic ecosystems, reduction of pollution of atmospheric air in settlements, disposal of waste production and consumption, the elimination of accumulated environmental damage, prevention of land degradation, biodiversity conservation and, most importantly, mitigate impact of climate change on the natural environment,” explained don .

The document contains a detailed description of the problems of the environmental state, said external and internal challenges environmental security and lists the priorities and goals of its software. The strategy sets out mechanisms for achieving the planned result.
“Strategy is the result of collective work of 13 Federal Executive authorities, Russian Academy of Sciences and the office of the security Council,” – said Donskoy.

The accumulated environmental damage is 30 billion tons of waste of production and consumption and, according to the document, threatens the life and health of 17 million people. Still increased radioactive contamination of territories after the Chernobyl disaster.
The strategy notes the trend towards soil degradation in almost all regions of Russia, and the total area of contaminated land that continue to be used, is about 75 million ha., the process of desertification – land becoming unusable in 27 constituent entities of the Russian Federation on the territory of more than 100 million hectares.
Economic losses caused by the deterioration of the environment, annually amount to 4-6% of GDP.
Threats to environmental security
The internal challenges of environmental security strategy will include a number of anthropogenic factors on the density of the population to the criminalization of the sphere of nature management and low level of ecological culture in Russia. Separately stands out the low level of adoption of environmentally friendly technologies and inappropriate use of budgetary funds allocated for “green” projects.
External threats to environmental security the authors of the strategy consider a redistribution of the flow of transboundary waters, preventing migration of animals and their shooting, illegal fishing and movement on the territory of Russia is infected with the organisms causing the epidemic. Amid increasing global competition should be wary of ecologically unjustified economic activities of international corporations and import of dangerous products, the strategy says. It is noted that there is a threat limiting access of the Russian Federation to the foreign environmentally friendly innovation.
Objectives and mechanisms of the strategy
The strategy aims to ensure favourable to human life and sustainable economic development in suitable environmental conditions. Among the priorities of environmental security – improvement of environmental legislation, the implementation of “green” technologies, development of waste management and control of radioactive and chemical waste, minimizing the risk of accidents on dangerous objects. Also notes the need to rehabilitate contaminated land and waters, to minimize damage during mining operations, and expanded measures for the conservation of biological diversity.
It is expected that these problems will be solved through a set of regulatory and licensing measures: the strategy mentioned technical regulation subject to the requirements of industrial and environmental safety, licensing of hazardous activities, the introduction of environmental permits for hazardous industries and the establishment of a system of environmental audit. Also aimed at stimulating the implementation of best available technologies, creation of state information systems and informing the population on dangerous weather events.
