Expert: share of Federal transfers in regional development in Russia is about 20%
KRASNOYARSK, April 21. /TASS/. The share of Federal transfers in support of regional development in the Russian Federation is about 20%, roughly 1/5 of the regional expenditure commitments. About this informed the head of “Spatial development”, Centre for strategic research Oleksiy Festive.

He noted that in the world the share of unconditional grants to ensure alignment of the regions starts from 60%, in Russia this figure was higher, but in recent years the share of subsidies began to shrink, and the share of subsidies and other financial instruments began to increase, which leads to imbalance . Therefore, according to the expert, it is necessary to increase the proportion of grants for equalization of the overall system transfer a minimum of 60%, which will ensure the stability and sustainability of the system of interbudgetary relations.
In addition, certain Holidays, at present, the amount of subsidy to the regions is great and even professionals find it hard to understand what goals are set before these subsidies. “It is therefore important to reduce subsidies and to move from control over their costs to monitor the achievements of results,” – said the expert.
