BERLIN, 7 Dec. /TASS/. The decision was taken with the wording that the negotiations will be conducted “with an open result,” that is, without necessarily binding to a positive result. Thus the social Democrats are given to understand that it is not going to automatically agree to all conditions of conservatives.

The dialogue is divided into at least two stages – preliminary and decisive. If the parties agree, that the new government will appear only in the beginning of next year . If not, either will be re-election, or formed a minority government.

The SPD, after the failure of the election to the Bundestag on September 24 decided to go into opposition and did not participate in coalition talks with the CDU/CSU. Block Merkel tried to form a government with the green and Free democratic party, but the negotiations have stalled. After this, the Chancellor has only one option of forming a Cabinet with the social Democrats.

Contrary to the initial position of the Chairman of the SPD, Martin Schulz this question was included in the agenda of the Congress. The head of the SPD changed its position after a meeting with President Frank-Walter Steinmeier, who acted as a mediator in resolving the political crisis. Observers considered it a concession on the part of social Democrats.
