Observers hmm OSCE continue to face obstruction in the movement in the Donbass

Special monitoring mission (SMM) of the OSCE in Ukraine still faced the facts of preventing the free movement in the zone of ATO in the Donbass, in particular in the uncontrolled territories of Kiev.

“Today, in order to reach debaltseve, my colleagues and I arrived at the PPC “Maori”, where we stopped for more than 30 minutes. The ban on access – this is a typical situation, in particular, on the uncontrolled territories of Kiev”, – said the first Deputy head of the Special monitoring mission of OSCE in Ukraine Alexander Hg at a press briefing on Monday.

Alexander hug said that as in the case of violations of the cease-fire and mines, “restrictions of freedom of movement, because some people refuse to abide by the rules spelled out in the documents” .

“Freedom of movement, in particular, for observers of the OSCE SMM, guaranteed by article 3 of the Memorandum of understanding and the accommodation of the mission, article 26 of the Vienna Convention on diplomatic relations and the mission’s mandate, agreed by all countries-participants of OSCE,” – he stressed.

The first Deputy head of SMM OSCE stressed that respect for the agreements, respect for the law and rules “is the basis of the question of why violence persists in Eastern Ukraine”.
