Parliament allowed the national Council out of the competition to permit the broadcasting in the area of ATO

The Verkhovna Rada adopted the law on amendments to some laws regarding permissions for broadcasting in a zone of carrying out anti-terrorist operation and border areas of Ukraine.

As the correspondent of Agency “Interfax-Ukraine”, in the second reading for the bill No. 6565 voted 241 MP at the plenary session of Parliament on Thursday.

The draft law stipulates that the national Council for television and radio broadcasting will be able to issue on a sole-source basis a permit for temporary broadcasting on the territories with special regime of broadcasting to 1 year. The permit will be free of charge.

The bill amended for the second reading provided that territory with a special mode of broadcasting is the areas bordering the occupied territory and the border regions of Ukraine from the neighboring state are subject to the program of an aggressor state the means of terrestrial analog or digital broadcasting .

However, the result of the discussions, the deputies agreed to establish in this case, a special mode will be in the areas bordering the occupied territory of Ukraine in the Donbas and in the Crimea.

“At the request of the faction “Samopomich” I suggest that a territory with a special mode of broadcasting are areas of Ukraine that border with the temporarily occupied territory of Ukraine – the Autonomous Republic of Crimea, city of Sevastopol and regions of Donetsk and Lugansk regions”, – concluded the head of the profile Committee on questions freedom of speech and information policy Victoria syumar (faction “national front”).

Under the bill, the procedure for issuing, cancellation of permit for temporary broadcasting permit conditions and the procedure for exercising supervision over compliance of legislation during this broadcast will determine the national Council.

In addition, the document stipulates that in the territory with a special regime of broadcasting can be continued analogue broadcasting.

The law will come into force one month after publication, except for certain provisions which enter into force the day after publication.
