Poroshenko has signed the decree about protection of the rights of children-orphans and deprived of parental care

The President of Ukraine Petro Poroshenko has signed a decree “On priority measures to protect the rights of children-orphans, children deprived of parental care and individuals from among them” to strengthen the protection of personal and property rights.

As reports on Saturday a press-service of the President of Ukraine, Poroshenko has identified the need for the introduction of monetary compensation to children-orphans and deprived of parental care provided for them to obtain housing and subventions from the state budget to local budgets for the payment of such compensation.

In addition, with the aim of providing housing for this category of children, the Cabinet of Ministers was instructed to provide annual state budget of Ukraine the expenditures for construction of small group homes, supported living homes, shelter for orphanages, family-type social housing .

The Cabinet also needs to consider the development of model projects and requirements for the construction of such houses, including taking into account the needs of persons with disabilities.

“The government is also requested to decide in accordance with established procedure the issue of increasing the size of the state social help on children-orphans and children deprived of parental care who are brought up in families of citizens”, – the press-service of the President.

Regional state administrations and Kyiv city state administration entrusted to take measures on timely identification of children-orphans and deprived of parental care, providing them an appropriate status, in family forms of upbringing, the creation of this end, foster families and the spread of the practice of mentoring.

Also with the purpose of increase of professional level of employees of services for children, centers of social services for family, children and youth, the President of Ukraine determined the necessity of implementing programs of training, retraining, advanced training and certification activities, and also pointed to the need to comply with legal requirements for staffing levels and prevent the elimination of such agencies and centers.
