Rada obliged the Cabinet to determine the optimal order of registration of tax invoices and stopped the system risks in VAT for 2 months.

The Verkhovna Rada adopted changes to the Tax code (the bill No. 6776-d) on the balance of budget revenues in 2018, which include cardiac risk system for the value added tax (VAT) for two months.

As the correspondent of Agency “Interfax-Ukraine”, according to the adopted amendments, the Cabinet of Ministers shall within two months from the date of entry of this law into force, to determine the order stopping the registration of tax invoices in the Unified register of tax invoices (URTI).

Within three months the government was obliged to adopt the necessary normative legal acts for the implementation of the law.

For the period of search for an optimal solution the system of risks of the VAT is stopped, said in a statement on the website of the Ministry of Finance .

“The business did not bear the loss, the Treasury Committee on taxation and customs policy has decided to stop the operation of the risk system for VAT, together with experts, business and people’s deputies to work out an agreed solution which will not carry significant risks for all business segments and at the same time will effectively deal with the schemes for the plundering of the VAT. The decision was supported by the Verkhovna Rada”, – stated in the message Department.

As earlier reported, the Ministry of Finance recognized that automatic risk system for VAT may not be 100% cut a real business and held a meeting with business representatives on the subject of this issue. The Ministry is considering five possible scenarios for further changes of the system, among which is a complete rejection of the system, the deputies proposed in bill No. 7115 return to the test mode, the improvement of the current system. Also discusses options for automatic stop of the invoice to the decision about carrying out check on it or stop it manually at the time of the inspection Commission of the State fiscal service (GFS).
