Rosavtodor: the proposals of regions about the introduction of analogues of Plato against the law

EKATERINBURG, April 20. /TASS/. The initiatives of the regions about the introduction of analogues of Plato contradict the current legislation, told TASS Deputy head of Rosavtodor Igor Astakhov at a meeting in Yekaterinburg on quality of roads of the Russian Federation.

“The introduction of analogues of the “Plato” at the regional and local roads at this point of the discussion not going. That would require to change existing Federal law,” he said .

As explained in the Central apparatus of Federal road Agency, it currently is only on the last stage of modernization of the “Plato” on Federal highways in remote areas. In particular, by July will be completed the installation of almost 200 frames and stationary control. This will reduce cases of illegal traffic on Federal highways and increase the collection of money to the road Fund. Data revenues were spent, including, on support of regional programs.

The “Plato” providing for the charging of trucks weighing over 12 t for travel on Federal highways, with effect from 15 November 2015. Initially it was assumed that the rate 1.53 rubles per 1 km of track, installed at the time of system implementation, will be increased from 1 March 2016 to 3.06 ruble, but later it was decided to defer the indexing. In early November last year, the transport Ministry published a draft decree according to which from February 1, 2017 the rate will be increased from 1.53 rubles per 1 km to 2.61 rubles, and from 1 June 2017 to 3.06 rubles. In late January, Russian Deputy Prime Minister Arkady Dvorkovich said that the tariff system “Platon” is expected in the spring will be below the level that previously suggested the Ministry of transport of the Russian Federation.
