Roskomnadzor has no claim to the law on mass media-registered as foreign agents as drafted

MOSCOW, November 21. /TASS/. The head of Roskomnadzor Alexander Zharov has no claim to adopted by the state Duma the draft law on mass media-registered as a foreign agent. He said this to journalists on Tuesday on the sidelines of the International conference “Radio in the global mediacontrol”.

“I have no claims to this bill,” said Zharov, commenting on the claims of the HRC to the law.

Previously, the HRC sent in SF expert advice on standards to introduce in the Russian legislation the concept of media-foreign agents, to reject them and return for revision to the state Duma.

On 15 November the state Duma unanimously passed a law, the provisions of which allow us to recognize the media as a foreign agent if it receives funding from abroad . Technically, the new rules were spelled out in the second reading of the bill, which was initially addressed a different, albeit close to the topic: the possibility of pre-trial blocking of sites is prohibited in Russia organizations.

After the acquisition of the status of ieagent on media will be subject to the restrictions and obligations set now for – profit organizations – “foreign agents”; they also will face the same for these NGOs responsible for the violation of the law. In particular, the media recognized by foreign agents, should be suitable to label their materials. The necessary rules will be spelled out in the regulations of the Ministry of justice.
