“We need to understand still what was going on, what parts (containing the plan of Kiev), – said the press Secretary of the President Dmitry Peskov. While we do not have detailed information”.

A Kremlin spokesman said that “there are moments in the reintegration of Donbass, which are fixed in the Minsk agreements.” “We need to understand how it’s reflected in this document, which is being developed (Kiev)”, – he added .

On 14 June President of Ukraine Petro Poroshenko has informed that has instructed to develop a bill for the reintegration of Donbass. According to him, it covers a range of activities and steps that need to be implemented to ensure the reintegration of the region and to determine its legal regime. The President stressed that “the bill is based on the conditions stipulated in the Minsk agreements.” The representative of the President of Ukraine in Parliament Iryna Lutsenko said that the draft law on the reintegration of Donbass will provide for the granting of the self-proclaimed Donetsk and Luhansk people’s republics (DPR and LPR) certain separate legal status. According to her, the new bill is aimed primarily “to strengthen the ability of the protection and defense of the state in the area of ATU (military operations – approx. TASS)”. “We’re talking about the legal status of hostilities, recognition of the legal status of certain uncontrolled territories of Donbass”, – she said.

Further Lutsenko explained that the document will help to improve the socio-economic situation in the region: the issuance of birth certificates, notarial certificates and so on. “We are laying the strategy for the resumption of sovereignty of the DNI and the LC, she continued. – There will also be harmonisation of changes to the current situation in the country in accordance with the Minsk agreements and the re-confirmation of the fact that Ukraine will be ready to decide and in favor of political and diplomatic settlement of the situation”.
