The transport Ministry has prepared proposals for the establishment of a Fund to support airlines

PENZA, November 21. /TASS/. The Ministry of transport of the Russian Federation under the order of Prime Minister Dmitry Medvedev has prepared proposals for the establishment of a Fund to support airlines in the event of their insolvency. The journalists said the Minister of transport Maxim Sokolov.

“The proposals are finished, comments would be made by the government”, – he told, answering a question about whether the proposals of the Ministry of transport on creation of the Fund airlines.

Earlier, the Prime Minister gave instructions on measures to support airlines, one of which is the creation of a system allowing operatively to carry out financing of expenses on export of airline passengers, made a stop to operating activities. One of variants of such a system can be a compensation Fund, formed in accordance with the laws on compulsory insurance of civil liability of the carrier, or from funds received “Aeroflot” from foreign airlines for flying over Russian territory (royalties).

As previously reported, proposals for the establishment of the Fund should be submitted to the government 22 Nov 2017.

Earlier, a source TASS in the Board of Directors “Aeroflot” has confirmed that the company reacted positively to the idea of creating such a Fund from royalties of the carrier. According to him, this step only needs to show once again that the company is spending royalty for social projects. In a press-service “Aeroflot” have refused comments. Also the order did not comment on in S7 in group “Aeroflot” companies “Russia” and “Victory”. “Utair” has supported the establishment of such a Fund through a royalty “Aeroflot”, but not at the expense of the passengers.

In addition, under the orders of the Prime Minister, the Ministry of transport to 8 Dec should develop a methodology to assess the economic and financial condition of the airlines, as well as a list of restrictive measures that will allow the problematic carriers to take passengers without the suspension or revocation of the certificate of the operator. In the same period, the Ministry ordered to propose changes to legislation that will ensure equal conditions of legal protection for passengers both Charter and scheduled flights.
