ROIIP: Russia takes most of the recommendations to counter the administrative resource in elections

MOSCOW, February 14. /TASS./ Most of the recommendations to counter the administrative resource during the preparation and conduct of elections of the President, elaborated by the Venice Commission of the Council of Europe, performed in the Russian Federation. This is stated in the study of the Russian public Institute of electoral law (ROIIP), available TASS.

“The analysis of the implementation of the recommendations of the Venice Commission on combating administrative resources in national legislations of various countries showed that more than 4/5 of the recommendations of the Venice Commission in the Russian Federation are made completely or almost completely”, – the document says .

As the researchers note, a comparative analysis of the implementation of the recommendations to counter the administrative resources abroad has shown that Russia is currently in the group of countries such as France and Finland, significantly outpacing the state with a “recognized democratic traditions”, such as Germany, UK and USA.

According to the statistics given in the study, among the largest of the States – participants of OSCE, Russia and France lead the ranking of recommendations, having scored 18 points on a scale of performance. In second place is Finland with 17 points, the third is Germany, having scored 16.5 points. The US and UK at 13.5 and 12 points, respectively.

“Unlike the majority of States, Russia has banned the use of administrative resources not only to representatives of state and municipal organs and persons in managerial positions in private organizations, without state and municipal participation, as well as in the media,” said the researchers.

In their opinion, the development of legislation with the latest international standards for elections, has allowed Russia “to form a more rigid legal restrictions on the way the illegal use of administrative resources, establishing constitutional, administrative and criminal liability for violation of the letter of the law.”

Expert evaluation

The authors of the study believe that Russia has created a sufficient legal framework for combating unlawful use of administrative resources in the elections, “taking into account the recommendations of international organizations and best practices of foreign countries”. “Use it to protect the electoral rights of citizens is the key challenge now is not only to direct participants in the electoral process, judicial and law enforcement authorities, but primarily to the expert community, independent public organizations and mass media”, – said in the conclusion of the study.

In turn, the Federal coordinator of the Association of observers, “national public monitoring” (NOM) Roman Kolomoitsev believes that the legislature must prescribe rules limiting the use of administrative resources in the elections, “but the laws will not work until the appropriate control by the public.”

“Today, monitoring the elections in the regions, we see an increased interest of citizens in political processes. This gives hope that in our country the facts of use of administrative pressure will be less,” said Kolomoitsev, adding that the task of the public “to take this process under close control.”
