The Hungarian community has refused to participate in the consultations on linguistic norm of the law on education – Hrynevych

The representatives of the Hungarian communities refused to participate in consultations with the Ministry of education and science of Ukraine to implement the language provisions of the law “On education”, which was scheduled for February 14.

“Now in the international arena have all experienced stress and totally manipulative statements by the Minister of foreign Affairs of Hungary”, – said the Minister of education and science, Liliya Hrynevych at a government meeting on Wednesday.

According to her, after the Venice Commission has made its proposals to the law “On education”, Ministry of education has developed a “road map” implementation of the norms of language.

“We are in consultations with the Hungarian community already had two big meetings . Today was supposed to continue these consultations, but the leaders of the Hungarian community told us that they will not attend the consultations because of the filing of the (appeal – if) deputies of the Opposition bloc in constitutional court” – said L. Hrynevych.

According to her, this causes delays in the consultation process for the settlement of the situation around the language norms.

As reported, 28 Sep 2017 entered into force the law of Ukraine “On education”, which, among other things, determines that the language of the educational process in educational institutions is the state language, but in accordance with the educational program can be taught one or more courses in two or more languages – Kazakh, English, other official languages of the EU. Persons belonging to national minorities guaranteed the right of education in native language along with the Ukrainian language in separate classes (groups) of public institutions of preschool and primary education.

The Hungarian foreign Ministry 26 Sep announced the country’s intention to block the rapprochement between Ukraine and the EU because of the law on education. The Ministry of foreign Affairs of Ukraine has sent the law to the Venice Commission.

On 8 December the Ministry of education and science of Ukraine reported that the Venice Commission did not support the charges of Hungary in narrowing the rights of national minorities in the article about the language of instruction in the law of Ukraine “On education”.

The education Ministry has stated its readiness to implement the Commission’s recommendations and has developed three models of implementation language articles in the law “On General secondary education”.

On 7 February, Deputy foreign Minister of Ukraine Vasyl Bodnar’s visit in Zakarpattia tweeted about the fact that representatives of Hungary agreed key questions to resolve the language issue.

On 14 February the Cabinet of Ministers of Ukraine approved and submitted to Parliament a bill which proposed to extend the transition period of implementing the language article of the law “On education” from 2020 to 2023.

According to the Minister of education and science of Ukraine Lilia Hrynevych, the amendment must be taken to implement the proposals of the Venice Commission.
